Born in Donostia-San Sebastián in 1968.
She holds an Industrial Engineering Degree with a specialization in Management from the University of Navarra (1994) and an Engineering and Environmental Management Diploma from the EOI Business School (Madrid, 1995).
In the field of local sustainability, she has coordinated and participated in projects in which methodological tools have been developed, including the following: technical assistance to create the UDALSAREA 21 network, and a technical assistance service for MUGI 21, which is a computer application for managing Local Agenda 21 (LA21) that has been installed in towns that belong to UDALSAREA 21. Recently, she has been jointly responsible for the Auzolan 21 Programme to draw up guidelines for revising Local Action Plans.
She was jointly responsible for the 1st and 2nd programme to assess and monitor LA21 in the Basque Country (CAPV) by means of the MUGI 21 tool. As a result of these programmes, over 70 municipalities have been assisted in annual processes of assessing their execution of local action plans and calculating local sustainability indicators.
She coordinated a working party that provided technical assistance to the Provincial Council of Gipuzkoa to establish the Gipuzkoa Observatory for Local Agenda 21.In the field of government and the environment, she has developed Environmental Management Systems for beaches. She was also a member of the Spanish Association for Standardisation and Certification (AENOR) Technical Committee that was responsible for drawing up regulations for implementing an environmental management system, in accordance with ISO 14001 and EMAS II for beaches.
She is the author and coauthor of various manuals and technical documents, including the following: Manual of good practices for tourist accommodation in Donostia-San Sebastián, White paper on the reduction of waste and emissions in graphics arts (IHOBE), Methodological guide for the assessment and annual programming of Local Agenda 21 action plans in municipalities in the Basque Country (PMA Series, no. 60).
